Man allegedly took photos of people in store fitting rooms

A Burlington man is charged with disorderly conduct and bail jumping for allegedly taking photos of people in the fitting rooms at Kohl’s department store, 1032 Milwaukee Ave., Burlington.

In charges filed Tuesday in Racine County Circuit Court, police allege that witnesses reported seeing Andrew Fischer, 32, taking pictures of women or girls in the fitting rooms with a mobile phone camera.

According to the criminal complaint, when police responded to the store Monday Fischer immediately took out his phone and began to access its functions. When an officer seized the phone, Fischer stated that he had not been inside the dressing rooms, but changed his statement a short time later to say he “might have” gone into the “wrong dressing room.”

A store employee told police several customers complained that there was a man inside the fitting rooms area taking photos of people, according to the complaint.

One witness said she saw Fischer put his hand over the top of two closed fitting room doors and take pictures of the people inside. When Fischer saw he was being watched, he stopped, the complaint alleges.

Another witness told police she saw Fischer looking at her and her daughter in the children’s section of the store and later saw him looking at young girls’ clothing.

In addition to misdemeanor disorderly conduct, Fischer is also charged with two counts of bail jumping because his is currently on bond for charges of strangulation, battery and disorderly conduct in a case that is pending in Rock County.
