A 19-year-old Burlington man is facing reckless endangerment charges for allegedly leaving a drunken and unconscious 13-year-old girl by the side of the road after apparently attempting to take the girl and her friend from a drinking party to their homes.
Brandon J. Collins was charged Monday in Racine County Circuit Court with second-degree reckless endangerment as the result of an incident that occurred Friday, Oct. 14, in the City of Burlington.
According to the criminal complaint filed in the case:
Police found the girl, her friend and three witnesses in the 400 block of Alice Street after responding to a report of an unconscious person in the road.
The witnesses told police they found the girl curled up along the street with her shirt pulled up exposing her breasts. Her friend, 12, who was kneeling beside her, asked police if the girl was alive.
After smelling a strong odor of intoxicants on the girl’s breath, both girls were taken to Aurora Memorial Hospital of Burlington for treatment.
In an interview at the hospital, the friend told police that she and the girl had been drinking at a party in the 600 block of McHenry Street. She said she lost track of her friend and later found her curled up in the back seat of a Jeep with her pants pulled down.
She further stated that Collins drove her and the girl home because “he had to get them home to be somewhere safe,” the complaint states.
Two days later a police officer interviewed Collins who told her he was at a going away party with about 10 other people when the two girls showed up with their own alcohol in an already drunken state.
Collins told the officer that later that evening one of his friends told him the girls were in the back of his Jeep and refused to get out. According to the complaint, Collins said the girl’s friend was “freaking out” because the girl had passed out, apparently from drinking.
Collins said he and two other males got into the Jeep with the girls and asked the friend for directions to the girl’s home. After arriving at what they thought was the area of the girl’s home, Collins stopped the Jeep and opened the door for the girl to get out.
According to the complaint, Collins said the girl fell out of the Jeep onto the road. He said he and another male dragged her off the road onto the grass. He told the officer that he retrieved the girl’s mobile phone, which had fallen to the floor of the Jeep, and attempted to look up the number of the girl’s parents.
He then said he handed the phone to the girl’s friend and asked her to call the girl’s parents before he left and drove back to the party.
The complaint alleges that Collins told the officer he did not know whether the girl needed additional help because “he could not take any responsibility and just wanted them out of his car.”
A preliminary hearing in the case is scheduled for 8:30 a.m. Nov. 9 in Racine County Circuit Court.

The real problem here is partners2. They are not doing a good enough job stopping these parties. Come on citizens let’s do our part!
You can’t blame them! It’s not their fault, it was the girls choices to do this. You can’t say their “not doing a good enough job”. Kids are going to do whatever they want, even if their getting taught not to do it.
Duh, partners 2 has nothing to do with any of this, people do stuff in burlington like this because there bored and theres nothing teenagers can do but hangout at Mcdonalds or go to parties…
i think this is a load of crap. really? he was doing the right thing by taking the girls home because like he said “the two girls showed up with their own alcohol in an already drunken state.” why should this even happen to the poor kid. he did nothing wrong
Are you kidding? Do you think that the lack of teen entertainment in Burlington gives you a right to have parties or attend drinking/drug parties? “Kids are going to do whatever they want”? Practice a little self control and speak for yourself! Not EVERYONE behaves like that! Also, good grief! It’s clear none of you bothered to pick up a book in your constant boredom. I agree with “Wow”. For one, the grammar is terrible when posting online. Second, kids should be doing something productive. That comes from the parents. I know I wasn’t getting drunk or high at 13 years old. If you choose to have children, raise them properly. Teach them about responsibility AND consequences.
This is dumb these girls are always drunk and always hooking up with guy to just try and wreek there lifes now there going after brandon i hope people wake up and relise he did nothing wrong i have knowing him for a long time and am very close with him he would do nothing to hurt a girl ever!!!!
Whether or not the accusations are true or not partners 2 is very irrelevant to this. Also, the parents of these children are not always to blame. People make their own choices. In this case, bad choices were obviously made. I’d have to say that it is startling to hear this kind of thing, especially when hearing police details and the ages of those involved. Curious to see the outcome.
