In My Opinion: Retain Gerard on the WSD Board

By Bill Gerard

Board President

Town of Waterford Sanitary District No. 1

You elected me as your commissioner in 2009. I promised to do whatever I could to get rid of the corruption in our local government. The Racine County D.A. has hundreds of pages of documentation waiting to be acted upon.

Town Chairman Bob Langmesser is obsessed with controlling the District and has Dan Dickinson running a recall election against me. I am sick of people being recalled when they haven’t done anything wrong, in fact they have done just what they promised to do.

Dickinson was a former commissioner against installing sewer and responsible for losing our grant money. Petitions were submitted for his recall but he resigned. We were left with his low budget “innovative” system of grinder pumps, including his own, that he wants everyone to pay for “forever.”

There isn’t any written “forever” agreement only his verbal promises. Dickinson said the grinder pumps were necessary due to low-lying areas; however there are over 40 grinder pumps on hills!

Dickinson is:

• Blaming me for rates increasing. The District was so far in the red when I was elected the bills could not be paid. The damage started in 2003, “before Bill”; and the District’s auditor will confirm every year different funds were depleted to cover the expenses. The “reserve” fund is for repairing and replacing equipment per the Equipment Replacement Schedule. Langmesser is obsessed with this money and Dickinson stated he would use this money to lower user fees.

• Accusing the District of being in “frivolous lawsuits.” There are not any lawsuits!

• Planning to eliminate the operations department and bid out the work. Most companies are not familiar with grinder pumps and our “innovative” system. We have two dedicated people who respond to problems 24/7/365.

• Responsible for thousands of dollars in attorney fees because of his false accusations!

Dickinson stated the following, which are not true:

• That “nepotism is prevalent and running rampant at the District.” There is not one case of nepotism!

• That “employees have no caps or limits on spending.” The Commission approves all expenditures.

• That “the employees create the budget including their own pay.” The Commission is responsible for wages and benefits paid to employees and approve the budget.

• That I am responsible for contracts that give employees “Cadillac wages and benefits.” Former commissioners Ciesielski, Pisarski, and Hinz signed employee contracts, not me.

• That I am responsible for $50,000/household for dredging the Fox River. I am not involved in any way.

I asked Dickinson for an open debate, but he declined. He would rather obtain votes with lies and deception.

A vote for Dickinson would be a feather in Langmesser’s hat, but would be absolutely detrimental to the District.

The present Commission is the best there has been. We are looking out for your best interests and are not politically motivated.

I am asking for you to stand up for what is right, as I have. I am asking for your vote on Aug. 14!
