City council tries to answer wastewater changes

The City of Burlington Common Council may have given unanimous approval for a change order to help wrap up the Wastewater Treatment Facility upgrades, but not without expressing some frustration over the process.

It is the third change order to come from Staab Construction with the project – all of which come across the council’s desk at a $0 cost.

However, the cost is misleading, as it is money that is actually coming out of the contingency fund of $200,000 established in the contract.

The latest group of changes totals $59,351, leaving $90,649 in the contingency fund.

Alderman Tom Vos was not only frustrated at the misleading dollar amount, but at the nearly $110,000 in additional costs so far.

“I guess I say to myself, where did we miss everything that’s not only encompassed in this one, as well as the other ones?” Vos said.

Alderman Tom Preusker wanted to see a change in the reporting of the work, so that it doesn’t look like a zero cost change, and suggested a running total.

That had been included in the financial remarks on the council packet, however.

Alderman Jon Schultz conceded that it was good to be careful with spending.

“But this is pretty small,” he added.

In addition to unanimously approving the change order, the council also unanimously approved a contract with Patrick Romenesko for the annual audit, for a cost of $31,600.
