School Board approves 4K

The Burlington Area School District School Board approved a motion to start a 4-year-old kindergarten program in the district Monday.

After an amendment was voted down 5-2 (with five voting no against the amendment), the vote to approve a blended model of in-school assets and community pre-school assets was approved with a 5-2 vote. The two “yay” votes on the amendment and the two “nay” votes on the motion came from board members Roger Koldeway and Phil Ketterhagen.

Ketterhagen proposed the amendment, which would have committed the district to put 50 percent of any state aid received to reduce the tax levy starting in 2017-18. Supported by Koldeway, the rest of the board balked at the idea, saying there was no way to know whether the estimates in state aid (which is also estimated to provide a surplus in coming years that is 50 percent or higher than the estimated costs) would actually produce the surplus.

That started a heated argument between Koldeway and fellow board member Larry Anderson, who have clashed on funding issues since Koldeway was elected.
