A psychological evaluation and competency hearing have been ordered for a Sturtevant man whom police report caused a disturbance inside and outside the Dollar General Store in Union Grove on Jan. 4.
Joel T. Davis, 38, Sturtevant, is charged with misdemeanor disorderly conduct.
According to the criminal complaint filed Jan. 5 in Racine County Court:
Police were called to the store after a clerk notified dispatch that a man, later identified as Davis, had twice been in the store that day, acting strange both times; repeatedly demanding to speak with a supervisor he was told was not present; tossing a can of tobacco he brought into the store at the clerk; revving his car engine and spinning his tires outside for an extended period of time; and letting his car make contact with concrete posts set in front of the building to keep vehicles from hitting it, according to the complaint.
When interviewed, police report Davis ranted about informing government officials that his rights had been violated; expressed anger about how an ex-girlfriend had been treated in September while employed at the store; and said Dollar General “needed to learn some customer service skills,” according to the complaint.
Davis reportedly admitted to police he could have handled his interaction with the store’s clerk that day in a less disruptive fashion, and said he is bipolar and has an unspecified traumatic brain injury, according to the complaint.
Police report that on his way to jail, Davis talked about conspiracies involving numerous local, state and federal entities, according to the complaint.
Davis made an initial appearance in court Jan. 5, at which time a competency hearing was set for Jan. 30 and cash bail set at $150.
As of press time Tuesday, Davis remained an inmate of the Racine County Jail.
