Long-delayed gas station coming to Rochester

After more than a half-decade’s worth of delays, a planned gas station, convenience store and car wash is progressing in the Village of Rochester.

With a favorable recommendation in place by the Plan Commission, the Village Board on Feb. 8 approved a revised set of plans for the proposed business, Rochester C-Store, at 151 S. Millgate Drive.

James Hurst, owner of Millgate Development, is spearheading the project near the southwest corner of state Highway 36 and county Highway D. It first received conceptual approval in 2009, but has been stalled for an assortment of reasons, including weather-related issues and other business pursuits overseen by Hurst.

In the latest set of conceptual plans, Hurst’s details for the business include expanding the planned carwash from one to two bays. The driveway entrance also will be relocated to better accommodate traffic flow.

The village has set a number of requirements in place before the business opens, including a call to have an existing residential property removed from the site and adorning the property with various species of landscaping.

In other recent business, the Rochester Village Board:

  • Approved a plan to replace leaking sewer laterals connected to a main that runs along North River Road. The laterals in question were first installed in1968 and are considered at or near the end of their useful life.

Village Engineer John Tierney said the average cost to impacted property owners will be around $5,358, and the work is expected to take place later this year.

  • Agreed to reimburse Time Warner Cable for unlawful taxes in the amount of $9,777. The issue relates to the company’s personal equipment, which the state Department of Revenue recently ruled fell under the tax-exempt category.
