He was arrested last month for abandoning girl on roadside
A 19-year-old Burlington man already facing charges for allegedly leaving a drunk and unconscious 13-year-old girl by the roadside is now facing sexual assault charges in a separate matter.
Brandon J. Collins, of Christine Court, was charged Nov. 7 in Racine County Circuit Court with three counts of sexual assault of a child younger than 16, one count of repeated sexual assault of a child and one count of felony bail jumping.
The latest charges stem from a relationship Collins allegedly had with a 13-year-old Town of Burlington girl.
According to the criminal complaint filed in the matter, investigators from the Racine County Sheriff’s Department met with the girl, who told them she had sexual relations with Collins on three occasions – twice in her home and once in his car – in late September.
Wisconsin law prohibits adults from having sexual contact with children of a certain age regardless of whether the contact is consensual.
Less than a month after the alleged sexual assault, Collins was arrested by City of Burlington police and charged with second-degree recklessly endangering safety for allegedly leaving a passed-out, 13-year-old girl and her 12-year-old friend by the side of the road following a drinking party.
According to the criminal complaint in that case, Collins told police that he was trying to take the girl, who was drunk, home from the party. He contends that he asked the girls’ companion to call her parents after dropping them off near their homes.
In subsequent interviews with the girls involved in that case, city police learned of the sexual relationship with the other girl and referred that matter to the Sheriff’s Department.
The bail jumping charge stems from the allegation that Collins had contact with the girl shortly after getting out of jail on the first arrest. As a condition of his release, he was ordered to not have contact with minors.
According to the criminal complaint, the victim told investigators that Collins came to see her a day or two after getting out of jail and told her they should just be friends until she turned 18 or “this was all over.”
A preliminary hearing in the case is scheduled for 8:30 a.m. Nov. 16 in Racine County Circuit Court.
