Drug buy leads to charges against couple

A Burlington couple are facing multiple drug charges following a sting operation conducted by Racine County’s Metro Drug Unit earlier this month.

Richard K. Jones, 41, and Michelle L. Boulden, 38, were charged Aug. 10 in Racine County Circuit Court with numerous drug-related offenses – the most serious are felonies for delivery of heroin and maintaining a drug trafficking place. Both also were charged with possession of drug paraphernalia, and Jones faces an additional five counts of bail jumping due to prior convictions.

According to the criminal complaint filed in the case, Metro Drug Unit agents arrested Boulden after conducting a controlled buy of heroin in downtown Burlington on Aug. 9.

Law enforcement officials later executed a search warrant of the residence Boulden and Jones share on Hawthorne Street in the City of Burlington.

Police allegedly found heroin and various articles of drug paraphernalia in the bedroom the two share. Among the items, according to the complaint, were a digital scale and packaging materials.

Boulden allegedly told officials she delivers heroin for Jones, who fills orders for people who call him. She said Jones hides the heroin from her because she uses the drug.

Jones, who was at the residence when the warrant was executed, allegedly refused to make a statement to officers.

After Jones was arrested and taken to the County Jail in Racine, he was searched and officials allegedly discovered a plastic bag, containing heroin in the crack of his buttocks.

A preliminary hearing in the case against Jones is scheduled for 8:30 a.m. Aug. 23 in Racine County Circuit Court. Boulden had a preliminary hearing on Aug. 16.
