Performance-based pay introduced at School Board meeting

The Burlington Area School District Board got its first introduction to what district officials stressed was a “rough draft” of a new compensation system for its teachers Monday night at the monthly board meeting.

The draft was handed out to board members before the meeting, and BASD Superintendent David Moyer spoke briefly to the new policy – mainly to stress that what has been released is a “starting point” as the district deals with a state mandate to change compensation to reflect good teaching and not just experience.

“There will be information coming from the state,” Moyer said. “This is a multi-year process at the state level.

“Outcomes will be 50 percent of a teacher’s evaluation,” he added. On the same hand, “evaluation systems that have overly weighted student achievement have not been always efficient.”

Moyer said the goal is to put the plan into effect for the 2013-14 school year.

“There will need to be continuing conversations,” he said. “This is very complex.”

The current draft form sets the starting base wage at $40,000, though the draft states that administration reserves the right to place any new teacher at a higher salary. All new teachers would be required to demonstrate the qualities of effective teachers as determined by competencies expected in the pay chart and through the teacher evaluation system.

Those competencies on the chart include:

• Successful completion of Project Assist, a two-year, Burlington-specific teacher mentoring program, $2,000 raise.

• Successful completion of the in-house university with various progressions, $1,000 for each stage.

• Five- and 10-year experience increment, $500 each.

• Completion of a master’s degree, $5,000.

• Additional certifications up to $3,000 each.

• National Board Certification, $5,000.

• Designation as “exemplary”, $2,000.
