A proposed expansion of tax increment district (TID) boundaries is likely to be finalized following a public hearing scheduled for Monday, March 3, according to an announcement made at the Feb. 10 Union Grove Village Board meeting.
Next month’s hearing follows months of discussion between American Roller Co. and the Village in order for the company to expand its Union Grove facility.
However, a joint committee meeting between multiple agencies and school districts affected by the expansion will also need to be held.
A joint committee needing to approve the changes is made up of representatives from the elementary school, high school, Gateway Technical College, Racine County and the Village, explained Village Trustee Gordon Svendsen, who chairs the village’s plan commission.
There are also two additional plans outlined in the provisions of the TID expansion including the upgrade of infrastructure surrounding the American Roller building and additional parcels.
“We thought we could include these so that we can have more flexibility for the future,” Svendsen told Village board members Monday night.
Infrastructure upgrades will include resurfacing of York Street and Industrial Park Road and improvements on sewer and water structures beneath York Street and state Highway 11.
“Those projects were included in the changes so if we decided to do them it could be funded by the TID,” Svendsen explained.
“It’s a separate funding mechanism, so that it saves taxpayers money and the TID pays back that money,”
The Village’s plan commission voted Feb. 3 to recommend expansion of the TID and American Roller’s site plans. The site plan doubles the size of the present American Roller facility in Union Grove.
American Roller has agreed to reimburse the Village in excess of $20,000 for filing and legal fees along with engineering consultations during the ensuing approval process.
The company opted to repay the Village in anticipation of TID expansion. Company officials hope to expand the Union Grove facility, explaining that the company’s Kansasville building has limited land space available to upgrade.
Village officials are not aware of the company’s plans for the future of the Town of Dover facility in Kansasville.
