Growling man charged in rampage at group home

 

Racine County Circuit Court officials have requested a competency hearing for a 30-year-old man who allegedly went on a rampage at a group home in the Town of Yorkville Jan. 18, head-butting a worker, breaking furniture and resisting arrest.

At one point, according to the criminal complaint filed in the case, Jamin J. Hertlein, of Racine, absorbed several blows to the torso from a deputy’s knee and withstood a jolt from a Taser with little to no effect.

Hertlein is charged with felony bail jumping, misdemeanor battery, disorderly conduct and resisting arrest. In addition, he is charged with four separate misdemeanor counts of criminal damage to property. All the charges carry enhanced punishment upon conviction because Hertlein is considered a repeat offender.

The complaint lists six prior convictions, including disorderly conduct, sexual assault and possession of cocaine.

Racine County Sheriff’s deputies were called to the group home on 50th Road shortly after 11 p.m. Jan. 18 for a report of an assault. The deputies immediately encountered Hertlein and had little success in restraining him.

In a report that accompanies the complaint, a deputy said he delivered multiple knee strikes to Hertlein’s torso while ordering him to stop resisting.

“Hertlein let out a loud animalistic-type growl as he continued to resist our efforts,” a deputy wrote.

After succeeding in taking Hertlein to the floor, a deputy shot him with a Taser in an attempt to enable deputies to place him in handcuffs.

“The Taser did not appear to have much of an effect on Hertlein as he continued growling and pulling his arms (away),” the report says.

The deputies eventually succeeded in placing him in handcuffs and putting him in the rear of a squad car. He refused medical attention.

Employees of the group home told deputies that Hertlein had been acting strange all day. He is accused of head-butting a worker at the group home “for no reason,” causing him to “see stars,” the report says.

Hertlein is also accused of breaking a kitchen chair, as well as a toilet in his bedroom, and a heater vent. He also allegedly plugged another toilet and smeared his own feces on a shower curtain.

Hertlein made his initial appearance in Racine County Circuit Court on Jan. 21, where his bail was set at $1,000.

The court ordered a competency examination of Hertlein and scheduled a competency hearing for Feb. 6, according to online court records.
