From the public perspective, it was déjà vu all over again Sept. 4 at an informational meeting held to discuss a dormant – but recently arisen – annexation proposal by the Norway Dover Drainage District.
Unlike a previous 2009 annexation effort, which was halted by a court-ordered injunction initiated by the County of Racine, this time around likely will require private dollars paid to lawyers and engineers to have any chance of halting the process.
Wednesday night, the meeting room at the Norway Town Hall was filled with about 100 concerned seated residents and an equal number who were standing in a ring around both sides and back of the room.
Two “sergeants at arms” were appointed at the meeting’s start to keep order in case that was needed.
It wasn’t.
Except for a recurring undercurrent of mocking comments and challenges, the meeting went on smoothly, although no resident appeared happy with the material presented by the district’s engineer, a state legal and technical advisor or any of the district’s five commissioners.
The new 2012 annexation proposal is still a work in progress, but similar to the district’s original 2009 proposal.
It calls for the annexation of more than 2,700 parcels totaling more than 13,120 acres located mainly in the townships of Norway and Dover, but also some in Raymond and Waterford townships and the villages of Rochester and Waterford.
