A second Burlington man has been charged in a Jan. 11, 2012 incident in which a 16-year-old Waterford girl was injured during a reported drug deal gone bad.
According to the criminal complaint filed April 10 in Racine County Circuit Court:
Glenn E. Conroy, 219 W. Chestnut St., Burlin
gton, was a passenger in a vehicle driven Jan. 11 by 19-year-old Timothy Fields of Burlington.
Fields, who was charged earlier in the case, drove Conroy and a third man to the victim’s home on Buena Park Road in Waterford.
The third passenger, who has not been charged, told investigators that the men were there to buy marijuana from the 16-year-old girl.
He said that when the men arrived, the girl came outside and placed a large bag of marijuana in the lap of Conroy, who was the front seat passenger.
The third passenger said that the girl quoted the cost of the marijuana was $400. He said that at some point Conroy told Fields to drive off, which Fields did, dragging along the girl.
He said that when Fields stepped on the accelerator, the girl tried to jump into the vehicle to try and retrieve the marijuana because no one had paid her.
He said that the girl and Conroy struggled for a short time, before the bag came apart.
He said Conroy then tried to push the girl out the window, where she eventually fell back out onto the pavement while the vehicle was moving.
The victim was interviewed Jan. 11 by county investigators while strapped to a backboard in the emergency room at Memorial Hospital of Burlington.
She said that she had called Fields, her ex-boyfriend, to come over to her house in Waterford.
She said Fields had driven over and picked her up at the end of her driveway and she went for a ride with him and the other passengers in the vehicle.
When they returned, she said she was dropped off at the end of the driveway.
The girl said that when she got out of the car, two of the men asked her to lean back by the window and when she did, her right arm was grabbed and held.
She said that Fields, the driver, then slammed on the gas and she was dragged down the road, with the people in the car laughing hysterically.
She said that when her arm was released, she fell from the car, rolled on the ground and hit her head, losing consciousness for a short period.
Police observed numerous big scrapes over both sides of her body as well as a bump on the left size of her head about the size of a golf ball.
Fields also reportedly spoke with investigators.
He said that he and the others went to the girl’s home. She walked to the car and pulled out a large bag of marijuana, which she handed to Conroy.
She then displayed a second, larger bag of marijuana and while the marijuana was in the car, he pulled away and the girl tried to jump through the window. He said Conroy pushed the girl out the window while he was driving about 35 mph.
Fields said he was freaking out and his adrenaline was running and he kept on going. He admitted that he did not stop.
• Conroy is charged with felony second-degree reckless injury as a party to a crime and as a repeat offender. He is also charged with felony theft from a person as a party to a crime and as a repeat offender.
If convicted of all charges, he faces a maximum of 22.5 years in prison; $50,000 in fines; or both.
Conroy was scheduled for an April 18 preliminary hearing in Racine County Circuit Court, when a judge was expected to decide whether there is sufficient evidence to proceed to trial.
• Fields faces felony charges of first-degree reckless injury and physical abuse of a child, with the potential of causing great bodily harm.
If convicted of the charges, Fields faces fines of $125,000; 37-1/2 years in prison; or both.
He made his initial appearance in Racine County Circuit Court Jan. 12. A not guilty plea was entered at his Feb. 1 arraignment.
Fields is next scheduled for a status conference being held in court April 30.
Lower the Boom on them and require parents of all involved to be in court. Publish names and addreses of all. Maybe the public could put some pressure in the right places. It is time to take Waterford back to the good ole days.

I bet you don’t care about that either. Sometimes people make stupid choices, bad decisions. I am not condoning what he has done, it was wrong. How do you think my aunt feels? Do you have children? How would you feel if this was your child? And Mr. Gonder, do you realize that my cousin is an adult? What good is getting my aunt involved going to do? The state does not care. We have tried, and you do not know anything about our family or anything about us. You writers should keep that in mind. One day, this could be your child.
