In their third official meeting, members of the newly formed Village of Waterford Fire and Police Commission voted Aug. 29 in favor of a 16-page document that outlines the appointed body’s rules and regulations.
The commission was formed as the village approaches the 5,500-resident threshold outlined in state statutes. The commissioners are appointed by the Village Board, but they act independent of that elected body.
Residents Tim Doyle, Laura Halbach, Kimberly Migazzi, Mark Schaefer and James Zuehlke have been appointed to serve on the inaugural commission. Their first task is overseeing the hiring of a part-time fire chief.
The village has officially posted the fire chief position and set a deadline of noon on Wednesday, Sept. 25, for the receipt of applications.
The rules and regulations adopted by commissioners carry a number of provisions. For example, sitting members will elect a president and secretary each May. Like any other municipal meeting, Fire and Police Commission meetings must conform to state open meeting laws.
At times, commissioners will work in tandem with the Village Board’s Personnel Committee as job descriptions pertaining to the police and fire departments are created or refined. The new fire chief position is one such example.
The rules and regulations document also outlines how commissioners are to deal with situations involving voluntary and involuntary terminations from the village. Steps for disciplinary measures are also outlined in cases that require an investigation.
In all cases involving suspensions and terminations, commissioners are to provide a hearing, so the professional under scrutiny has a formal opportunity to share his or her case with the appointed body.
On the flip side, the document specifies how commissioners are to deal with hiring personnel and promoting from within.
